To set the tempo, double click on the Tempo section (where it default says "120.000"). Compare that with House music for instance, house music has a really wide range from 110 till 140 Beats per minute (thus making it harder to mix). The reason why Dubstep songs have a really small range for Beats per minute changes is because this makes them rather easy to mix. The tempo for Dubstep is set around 135 till 142 beats per minute. The drum track is a syncopated track, which uses a lot of off beat rhythms.
